Purpose:
Read/Write extended memory contents

Remarks:
The data layout is specific to the IC-910. Note that the flags (subtones, DUP) are used differently than on the IC746. The IC910 has no capability to store memory names. The duplex offset is stored in 100Hz increments as 3 byte BCD value. I.e. the three bytes "$00 $00 $05" are 5 MHz offset.
